Mr. Richter is a Project Manager in charge of the design of a wide variety of civil engineering projects. Responsibilities include management and design of rural and urban highways, interchanges, multi-lane limited access facilities, intersection improvements, drainage plans, along with storm sewer systems.

He has worked as a Sanitary Engineer and has experience in the design of sanitary sewer collection systems. Additionally, he has designed lift stations and force mains.

In addition, he worked as a Project Engineer and was responsible for structural design of buildings, site planning, wastewater treatment plants and field surveys.

Mr. Richter served as President of White River Asphalt, Inc. The corporation was a supplier of asphalt paving mixes to
